At Hemsec, innovation that supports sustainability is key. Recently, we were proud to host Matthew Pennycook MP, the Minister for Housing, alongside Anneliese Midgley, MP for Knowsley, at our state-of-the-art manufacturing facility in Merseyside. Their visit offered a unique opportunity to explore how Modern Methods of Construction (MMC) and Hemsec’s pioneering Structural Insulated Panels (SIPs) can help shape the future of sustainable UK housing.
Driving Change Through Modern Methods of Construction
The visit centred on how MMC could support the government’s ambition to deliver 1.5 million new homes within this term. With housing demand rising and the industry under pressure to build faster, greener, and more affordably, Hemsec is demonstrating that mass-market MMC construction is not only achievable – it’s essential.
As Tim Kay, Co-Managing Director at Hemsec, explained:
“The importance of today is to show that MMC and zero bills are the future. To demonstrate that mass-market production of MMC homes is possible in the UK. It’s not just for high-end projects, this is about building high-quality, energy-efficient homes for everyone.”
Zero-Bill Homes: A Vision for Energy Independence
One of the most exciting developments discussed during the visit was Hemsec’s potential contribution to the Zero-Bill Home initiative – homes designed so residents could pay nothing for their energy use.
By combining airtight SIP construction, solar panels, and electric heat pumps, these homes are designed to generate and retain their own energy. The result is housing that supports net-zero ambitions while boosting household financial wellbeing – helping residents save on bills and reinvest in their communities.
“By using our panels in zero-bill homes,” Tim continued, “we’d be helping to create a sustainable housing model that supports the economy. If people could spend less on energy, they’d be able to invest more back into their communities.”

Hemsec also plays an active role in the All-Party Parliamentary Group (APPG) for Modern Methods of Construction, helping to shape policy and remove barriers to MMC adoption across the housing sector – from affordable homes to social housing.
“Our goal is simple,” Tim concluded.
“Every family in the UK should have access to a quality home that’s affordable to run, built to last, and designed for the future. By working collaboratively with government and industry, we could make that a reality today – not five years from now.”
